Have you already complained to KLM?

You must complain to the airline first. 

Please note that to be eligible to make a flight delay complaint against KLM, you must have already complained to KLM directly in writing and either received a final written response (sometimes referred to as a ‘deadlock letter’) or given KLM eight (8) weeks to respond to your flight delay compensation dispute.
